The American Recovery and Reinvestment Act of 2009 and Health Information Technology: What to expect.
Topic Overview:
The presentation will review how $19.2 billion included in the economic stimulus bill for health information technology is intended to encourage adoption of electronic health records and the electronic exchange of health information.  Specific provisions of the bill pertaining to Medicare providers, Medicaid providers, and hospitals will be discussed, along with significant changes created in the Office of the National Coordinator for Health Information Technology.

Dr. Roswell is the Senior Associate Dean at the University of Oklahoma College of Medicine.  In this capacity, he serves as the second highest-ranking officer at the Oklahoma City campus, and assists the Executive Dean in the overall management, planning, and conduct of the college’s academic, research and service missions.  He also holds appointments as Professor of Medicine in the College of Medicine, and Professor of Health Administration and Policy in the College of Public Health where he directs a course in Health Information Systems and lectures extensively.  He serves on several national advisory panels and currently chairs the Oklahoma Governor’s Health Information Security and Privacy Council.

Dr. Roswell previously served as the Under Secretary for Health for the Department of Veterans Affairs from 2002 through 2004.  In that capacity, he led the Veterans Health Administration, the nation’s largest health care system with an annual budget of over $29 billion, and a staff of over 190,000 health care employees who provide care to 5 million veterans each year at over 1,300 facilities across the nation.

Under Dr. Roswell’s leadership, VHA attained benchmark levels of performance in the areas of quality, patient safety, and patient satisfaction.  These achievements were facilitated by the extensive deployment of a comprehensive electronic medical record system, including an internet-accessible, secure personal health record component.  During his tenure, VHA was transformed from a system of hospitals to a comprehensive healthcare delivery system that includes an extensive network of primary care clinics and homecare services augmented by telehealth and disease management programs, in addition to a full range of tertiary care, acute and chronic mental health, and long term care and rehabilitation services.

Dr. Roswell has an extensive background in VA and federal health care policy and management, including service as the Executive Director of the Federal Persian Gulf Veterans Coordinating Board, and membership on the Clinton Administration Health Care Reform Task Force.  He also has significant experience in academic medicine where he has held appointments as professor of medicine and associate and assistant deans on the faculty of several medical schools.   He is a retired Colonel in the U. S. Army Reserve, and is board certified in internal medicine.  He is married with three children and resides in Edmond, Oklahoma.

Social Security Administration's Health Information Technology (HIT) activities
 and our role in the American Recovery and Reinvestment Act of 2009 (ARRA).
Topic overview: Social Security is a national leader in Health Information Technology (HIT). We are the first to use the Nationwide Health Information Network (NHIN) to exchange interoperable electronic health records with MedVirginia, a health information exchange in the Richmond, VA area. This presentation will discuss why Social Security is involved with HIT, our HIT activities to date, our involvement with the American Recovery and Reinvestment Act of 2009 (ARRA), and our plans to expand our HIT activities to other medical partners around the country.

: NeHII is leading the effort to create a secure, on-line, web-based Health Information Exchange (HIE) designed to serve the state of Nebraska.  Improved delivery of health care information and reduced health care costs are good for all citizens of Nebraska. The state has a proud tradition and reputation of providing the finest health care possible to its citizens. The HIE will help health care providers take health care to the next level. NeHII, Inc, with the help of Bass & Associates in Omaha, and Axolotl in San Jose, CA, has installed and tested a state-of-the-art health information exchange integration application. This application will connect all facets of the health care industry through the same system, allowing hospitals, physicians, laboratories, radiology centers, and pharmacies to share patient information in real-time across the state. Strict access controls, combined with extensive audit capabilities will make this system more secure than the current paper environment, and lead to faster collaboration amongst treating physicians.
